Doesn’t appear to be a subsurface extraction tool but a tool for extracting deep flooded areas….

That sits slightly above the surface

I’m thinking that’s what they mean by “floating water”

It could prevent the damage caused by restorers who try to remove several inches or even feet of water from flooded structures.

I think that trash pumps are a far less expensive tool for this purpose, but for water restorers with limited equipment inventory, this appears to be a great idea.
